Can't believe this promo

Am a manager of 3 stall. One of mine was desperate for a promo and a cut above her colleagues at the same level. They created a level for her and she got promoted. Head of dept asked what I thought about colleague X overseas to get promoted. I said I didn't see itas she is less proactive and also would not do project work Y saying she hadn't been trained yet about 6 folks had been holding her hand and were so annoyed she said this. HOD said she would postpone colleague X promo,for 6 months to ensure it meant something to my staff member. She also,said that her boss didn't think she was great either, that my staffs achievements were so much more significant as per appraisal form. Anyway, my staff member and colleague X both got one! Can't believe it. I told my HOD and she said, for one she took over 2 senior managers jobs when they were made redundant.

Now I am keen to be promoted, I took over 3 lots of directors work, contribute LOADS to the dept, yet nothing has been mentioned of potential promo to me. I took on extra responsibilities yet no one tells me what I need to do toget to the next level. I just don't get this promo this girl got. It feels like a total piss take.

So she's been promoted from below you to above you?
I don't get the overseas bit (or much else if I'm honest).

There's a lot that's not very clear about your post. You gave advice to management on two people's promotion cases. Your advice was followed in one case, but not the other. Right? That's OK, the people who make those decisions have other factors in mind than your view of the situation, and there's nothing dodgy about that.

It's not at all clear to me what this woman's promotion has to do with your own promotion prospects. Has she been give a role you wanted? But the impression I have is that she asked for promotion, they considered it, and they granted it. Have you actually asked for promotion? Because, I'm telling you, if you work away quietly, waiting for your employer to suggest it, you'll be waiting for a very long time.

If you want it, gather your facts about the job you do, and put your case to your boss, but for God's sake, don't couch it in terms of "so-and-so got one, and she doesn't deserve it half as much as I do".
