Elderly relative caused damage

95 yr old relative has apparently been putting bits of burnt paper into the down pipe that leads off her balcony. It's caused flooding and damage to the 2 flats below. I have no idea how much it is gonna cost to fix. I'm so stressed. No real reason for post. I'm just fed up.

Do you know why she's been doing this? It sounds dangerous...why has she got bits of burnt paper? Is she using them to light cigs or something like that?

I have absolutely no idea. From what I can see she's never done it before. Argh.
