Time to open a dispute?

Won item on 14th June, paid immediately. Got email from seller on 16th saying "On its way". Have emailed her twice since then and she has not got back to me at all. Looking at her feedback a lot of people say "does not reply to emails" "took a while to arrive" etc.

I bought the shoes for a particular function and because I've not heard back from her, I have had to buy another pair elsewhere so I am not caught without.

It's been 15 days now and no sign of the shoes, plus no contact from the seller since 16th June.

So I'm tempted to open a dispute on paypal... should I?

Also, do you think this warrants negative feeback? Personally, I do because I think she has lied in saying "on their way" when they obviously aren't, also, it is really rude not to reply to emails on item that you've take the money for but the customer has not got.

I think if people don't want negative feedback they should give an adequate service.

Just to add that I've bought loads on Ebay and have never had occasion to leave negative feedback before...so I'm not just trigger happy.

If I were you I would open a dispute. There is nothing about that which is good service and you have paid her for a service. You should get your money back really.
