So listed an item for collection and cash on collection only.
This is a piece of furniture, and as a private seller I definitely didn't want the paypal hassle and the possible scammers so was very clear it was Cash only. (I also have no idea where to start with a courier and ensuring that the furniture is well wrapped etc!)

So buyer wins auction, I email asap to ask when would be convenient for him to collect as I wanted to ensure i could facilitate him. Nothing, no communication not a dicky bird. I contact again within 5-7 days STILL nothing? Two weeks later I contact him saying that as I haven't heard from him I am going to escalate to non payment (to refund my substantial fees). Finally hear from him, he pays via paypal and says he will collect.

So i have the money, but he still won't communicate with me which is irritating and has given me two dates to pick up BUT hasn't confirmed anything, This has been going o for three weeks, can i cancel the sake and re list? Refund him etc? I just would like to get it over and done with !

I'd want to cancel and relist, but check with eBay first - the chat/help feature is usually useful.

He's not going to pay / collect them. I've seen this so many times before.

Open a non payment case now.
You can escalate it after 3 days. EBay will then close it in your favour, refund your fees and you can relist.

the problem is he has paid via paypal. i want to refund paypal due to a) stating cash on collection b) the fact that he could eventually pick up item and then demand paypal refund due to it "not arriving"
something just feels hinky here :) and not sure what to do!,

Refund the PayPal payment and send cancellation request the . If he doesn't respond you can ask eBay to close it in your favour. This takes slightly long we though. 7 days I think.

i have refunded payment now, have sent a message explaining cash on collection and refund, have suggested a meeting place to hand over the item and a time ( i don't really want him coming to my home and we aren't easy to find) i have also given him option of cancelling sale. if i don't hear anything then i will get back in touch with ebay. problem being i opened a non payment case after two weeks of hearing NOTHING and apparently i can't have two cases open at the same time even though one had clearly been closed. i think i acted too quickly first time out!

No...... put in a cancellation request now.
The buyer will have the option to reject it.

By not doing so you're draggin things out for even longer.
