Buyer hasn't collected...what would you do?

I sold an item 12 days ago and the buyer wanted to collect. I requested cash on collection and gave them my address.

They said they'd collect on Thurs 17th but they didn't come. No phone call or message to explain until I messaged them.

They replied and said they'd be coming today (20th) but around lunchtime they messaged to say they can't make it. Now they want to collect on the 24th which will be 16 days after the auction ended. They say they definitely will this time but I've been let down twice already.

Would you give them one more chance or open a case?

I'm thinking open an unpaid item case now and send them a message explaining if they do turn up on the 24th, I'll record they've paid and close the case. If they don't turn up, I'll have to close the case with it unpaid to get my final value fee back.

Open a case. If they pay by PayPal then send it recorded. I would also tell them you will no longer accept collection in case they collect, pay and open a not received case.
