As they are short, do publishers consider unsolicited picture book texts ?

Is it OK to submit picture book texts directly or do publishers only consider ms from agents?? If direct, email or post?? Any advice gratefully received, thanks.

A few do, but most only take them through agents. I'd take a look at the Children's Writers & Artists Yearbook to see which do accept direct submissions. It's generally email.

I've just looked up Walker Books and this has come up on a FAQ:

How do I submit a manuscript/illustrate books for you?

While we do not accept fiction manuscript submissions, we are happy to accept illustrated picture-book stories and/or artwork samples via post or email.

Some will, Maverick Books and Tiny Tree both accept unsolicited submissions, but expect a loooong wait for a reply with Maverick. Pretty much always email. Submissions guidelines are on the websites.
