What do high monocytes mean? Is this particularly high?

My two year old had a blood test and the monocytes were 2.89. The range for normal was 0.1-0.8.

It can mean inflammation, including autoimmune. Or it can be following a viral infection. Has your DC been ill recently, or does she/he have asthma, eczema etc.? There are probably lots of other reasons too.
Did your doctor specifically measure monocytes? Or was it part of a test that measured many things?

Is that the "normal" on the result form or the normal for a 2 yr old? From memory the immune system peaks at age 2 and is something ridiculous like 25% of cells in the body. Further is that an absolute count or a percentage, if percent then what is total count? Monocytes are but a small percentage but the absolute value is relatively stable so a reduction in total white cell count for any reason will push up the percentage of monocytes. Why was your doctor looking at monocytes or did s/he just do "some blood tests"? There are more than 20 individual results on an automated analyser haematology blood test so as "normal" is within 95% then at least one should be outside 5% and so show as "abnormal".
