Eye infection on an 8-year old

My daughter has been suffering from extremely red itchy eyes - this was a few weeks ago. I decided to see the optician first who suggested she had flaky skin on her eyelashes (similar to dandruff) and told me to get special eye wipes for her. She has very long, thick lashes. We used them for about a week and it made no difference.

I then went to my GP who told us it was an eye infection and she prescribed her some antibiotic eye drops. We finished the course, but she still has red itchy eyes and nothing has changed. Any ideas on what this is? Should I take her back to the GP?
