Naughty toddler

My son is 4yrs old and suffers development delay, for the past few months he has been a nightmare refusing to get dressed for nursery, kicking furniture, screaming, shouting, crying, anyone have any tips on how to deal with this? I have three other boys that are younger who have been trying to copy, we try and leave him to it sometimes as we find it’s the only way he will calm down but it takes forever, hours he can be like this sometimes, and we have tried confiscating his toys and books but he still plays up, he goes to bed at a good time, between 7-8pm so doesn’t stay up late, any tips would be appreciated.. tried talking to him but his speech is behind and he doesn’t take any notice, phoned health visitor about him going back to child development centre about his behaviour but she never gets back to us and is difficult to get hold of

Have you tried giving him a reward if he gets ready? Like 10 minutes of tv if he’s got dressed?
