To ask for this money back from sister? DH insists I ask

My sister very sadly had her 3rd funeral of a DC in April. I went with her to the funeral home, planned everything with her, and it was obvious she was desperate for some extras that weren't going to be included, such as the release of 3 doves, service sheets, and a special carriage. This had all mounted up and I said I'd borrow her this money. She was teary eyed and thankful. Said she was so grateful. It was a great send off, she deserved it. Background is she had started Mat leave and her H had just got made redundant so no proper cash there. That's why we paid Anyway, it's now June and no payment. No mention of it either. Sister is still very low and upset. She needs more time to come round I think But H is insisting I ask upfront. Say this absolutely does need paying, even if it's a payment plan. I said we should consider it a final gift to a niece we will never spend any money on. He says it doesn't work like that AIBU to ask her? I feel too too awful asking. But I'm very surprised she hasn't offered to pay anything back
