To be absolutely furious with this woman? (Dog related)

DD11 and her best friend visited the park this morning a couple of roads down from our house. I always let her go for a few hours on a Sunday. They left home around 11:30 and around 15 minutes later I received a phone call from DD frantically crying. I asked her what was wrong and she explained that she had been attacked by someone’s dog. I asked her if the dog was still there and she said they had left so I told them to both wait and I would drive up to get them. Thankfully DD had not been bitten (I believe she said this as she was just so upset and flustered at the time) but they took me through the whole story. Apparently they were walking up to the park when they noticed a woman with a dog on the other side of the road. The dog was off his lead and supposedly started running towards the girls. They said the dog did not look happy/friendly so assumed he wanted to attack them. They started to run away and the dog chased after them, DD’s friend managed to hide behind a car but DD was cornered and ended up being pushed up against a wall with the dog about a meter away barking/growling at her. The dog owner (girls said she looked about 40 but can’t be to sure) ran up and put the dog on a lead, didn’t apologise and just said “you shouldn’t have ran, it made him worse”. Then she left and that’s when they called me. For the time being I have told them to stay away from the park but they have given me a description of the woman and I’m very well tempted to have a word if I ever cross paths with her. I drive up that way often as I have friends who live near there so I could possibly bump into her at some point in the future. DD is normally very good with animals as we use to have a cat and I’m a 100% certain she wouldn’t have ran away unless she felt threatened. Her friend also confirmed she felt threatened by the dog. I see no reason why the girls would lie either as they visit that park often and have never had any problems up until today. I’m also furious by the comment that was supposedly made - “you shouldn’t have ran, it made him worse”. To me, that suggests she knew her dog was dangerous around other people and still let him wander around without a lead on. AIBU?
