Screaming child put out in cold at night

I'm not sure what to do. It's 8.30pm and about 2 degrees outside. A neighbour has just locked their child outside in the garden. The child was screaming, initially sounded like general screaming, and then screaming that it was cold and sounded very distressed. After a few minutes someone came to the door and let them back in. The child (not sure of gender) looked to be primary aged and didn't appear to have outdoor clothing on, I think they were just wearing pyjamas. Due to the position of the buildings I don't know which house/garden this was, and don't know anyone on that road. I've never had cause for concern before from this house. It only lasted a few minutes, and we've taken our children out before when they were having a meltdown, but we've always been with them, carrying them in our arms, and only for a few seconds, and not in PJs in this weather. I know with our DC, when they are in a complete meltdown occasionally the change of temp and environment sort of hits the reset switch. On the other hand, to do it tonight, in nearly freezing temps, in PJs, alone, in the dark, seems harsh, however brief the 'punishment' (I assume) was. And if this is part of a pattern, I'd hate to think of a child suffering. AIBU to contact NSPCC, even though I can't give any identifying info to them as I could only give them the road? Or with it only lasting a few minutes (5 mins max I'd say) is this just a parenting technique?
