AIBU... Neighbours

AIBU... Bit of a back story... Our neighbours have a disliking for us because about 17 months ago hubby and I were planning on moving, our neighbour's fence was bent over in our garden and looked horrific for some time which we weren't bothered about but with the prospect of moving we politely asked our neighbour if we go halves can we get it done? I thought this was an agreeable request however my neighbour's wife said she would only agree to a 'fancy fence' which was expensive that she wants and wouldn't pay more than £100 towards it because her husband has cancer and only a few weeks to live. I said we were thinking just a standard fence and would get back to them. We then decided we weren't moving so we never went further with replacing the fence. A few months later he got the fence done, just a standard one and his son installed it awful, bent and uneven however hubby and I didn't say anything as we aren't planning to move or anything, out of sight out of mind kind of thing. Anyways We then got a new car a few months later and suddenly my neighbour decided to park over his drive onto ours so I couldn't fit my car on our drive. I never said anything as I thought he was dieing although I do think this was lies now and a terrible one at that. After 4 weeks of not be able to park on my drive and struggling to find a space in our tight cul de sac I knocked and asked him to move his car over. He and his wife just stared at me through the window and wouldn't answer the door. Really didn't know what to do at that point, who stares through the window and won't respond? A week later he did it again so I knocked again extremely annoyed and this time they answered and he looked very sheepish about it while his wife looked like she was ready for a punch up. He moved his car and made a comment about my new car being very big, whatever, smiled and nodded at him. His parking has got better since then so I never mentioned it again. Anyways, since the fence request my neighbour has been very hostile, acting peculiar for example, my husband was on our drive fixing his car which is about half a metre away from his car so quite close... our neighbour then came out, got in his car, door open and sat in it revving it staring at my husband making my husband feel uncomfortable and thinking he's weird. Another example when my husband is in our garage with the door half closed, the neighbour then stands in front of our garage door with his dog just standing there for ages. Another example if my husband is doing any works on the house (during sociable hours only) our neighbour will then start drilling, banging about 10minutes later. We thought at first this was just coincidental but it happens too frequent to not be. Anyway, I recently had a cctv camera put out the front of our house and have found our neighbour, the husband and the wife walking across our drive when they don't need to, with their dog, letting him poo and wee on our drive, up against our walls and our cars. In the past I had found poos on our drive and further up our drive on our front door steps but I honestly thought it was a fox and really didn't think our neighbour would do that. I've no doubt in my mind now that it was him. I have spoken to him through my cctv asking him politely to refrain from letting his dog toilet up against our car and wall when I'd caught him in the act. He didn't speak back to me via the cctv however the past two days he has done it even more, walking his dog even more to the point he's dragging the dog cos the elderly dog doesn't want to walk. Does anyone know where I stand on this? AIBU to be annoyed, I wouldn't care about his dog peeing but I really feel this is now intentional and so unnecessary. The last thing I want is a bad relationship with my neighbour. My neighbours on the other side of us are lovely and when we mentioned about moving they were upset and said how much they liked us and that the ppl who lived in our house before us were terrible... I can't work out why our other neighbour has to be like this!
