Why won't the teachers do something?

Hi I’m new to mumsnet so I’m not good with the acronyms. My child 8 year old daughter is an only child and for ages she has been worried about going to school she said she is getting bullied by another child in the class. I tried everything saying ignore them etc. Anyways I spoke to the teacher on a number of occasions and each time she just says it's kids being kids or that it's harmless fun etc. Tried to tell head teacher and again he wasn’t interested. So today I dropped my daughter off in the playground and then walked away and there is a section where you can watch the playground and not be seen so I stood there for a few minutes watching my daughter. Anyways the teacher is outside watching the kids and the head teacher had just arrived and was talking to the teacher. Both of them could easily see daughter and bully. So this bully is 10 years old and is in year 5 and walks up to her and starts shoving her about. Then daughter sticks up for herself and says stop doing that and the bully slaps her across the face. I storm in and start yelling at the bully saying how dare you do this to my child. You are a horrible child, if you lay a finger on my child you will regret it etc anyways now the teacher and head teacher come over and say how dare I tell off the bully. So I got into a row with them about having favourites and being unfit teachers. I can't afford to move schools until the summer holiday so AIBU or were the teachers in the wrong, what would you do in this situation. Am I allowed to tell off the bully? Why is the bully allowed to get away with it?
