To think grandparents should get rights to see grandchild?

Hi there ladies. My son has a beautiful wee boy who's 3 but unfortunately did move countries. He pays his way though and does come to see the wee lad once or twice a year usually around Christmas. I love him to pieces and also help out with money here and there and buy him toys. His mum isn't very nice in letting me spend time with him. About once every 2 months, she will meet me at the park for an hour and let me play with him there but she is always glaring from a park bench and it isn't much time at all. She always seems uneasy and he doesn't seem to want to play with me much because he doesn't know me AIBU to think grandparents should be given some rights?
