Disabled space on the bus

I took a bus journey today with my 1 year old twins and my four year old. My twins were in a double stroller and my four year old was walking. We had walked a fair distance to the bus stop and had a longish walk on the other side to get my son to a hospital appointment. We sat in the wheelchair space on one side of the bus and there was a smaller wc space on the other side which we couldn't fit into but a standard sized wc could. About halfway into our journey a chap in a wc got on to the bus and immediately told us to move. My four year old was dozing on my lap and the twins where both sleeping. I explained that I couldn't fit all of us in the smaller space but asked if he would like me to move into the doorway so he could get into the smaller space. He said, in quite a patronising voice, 'No, you are in a wc space, I am in a wc, you have to move. You have to collapse your pushchair and sit in the normal seats.' I was a bit as I really can't hold three children or even just the twins and sit next to my 4 year old with our big changing bag and keep them all safe and what should I do with all of them while I collapse the pushchair? I know the law in relation to wheelchair spaces so rather than making a fuss I woke my four year old up and we got off the bus and waited 20 minutes for the next one. Was the chap in the wc BU? He really could have easily fitted into the other space.
