WIBU to ask my neighbours to have the tom cats done?

I have a male rescue. He's a bit weird as he was feral until I found him at approx 12 weeks. I did not steal him. He was a clearly abandoned kitten. I saw him over 4 weeks in the park my neighbours son practiced football. Getting skinnier each day. I eventually took him home and did a leaflet on lamp posts, local websites search for the owners. That was 5 years ago. He is now The Lord of All He Surveys in our home. He has been 'done'
There are a shit load of cats in my immediate neighbourhood. They all generally get along. We all know each others cats and recognise they are loved.
There are two cats making my dog and cats life a misery. They have taken over the whole street. They regularly sit and spray all over my ground floor windows. The ginger tom attacks my lovely cat friendly dog when my dog has the cheek to go out in our garden.
Quite apart from the fact that it is Highly Irresponsible to not get a male cat neutered due to unwanted kittens, would I be unreasonable if I asked these neighbours Wtf they haven't neutered their male cats?

I imagine they haven't as they either can't be arsed to spend any money, incorrectly think its cruel (don't get me started on that one!) or they just don't give a shit.
You can ask but I highly doubt they will do anything if they haven't already.

Are you sure they are not neutered? Neutered cats spray as well...

If they haven't got him done despite a propensity to spray then I doubt you asking will make a difference.
Can you cat proof your garden to keep it out? Or get a big water pistol?

Do not do the nerf gun! my friends cat was just put to sleep after ingesting a small piece of one of the pellets, it caused both intestinal blockage and poisoning, the bullets are toxic if swallowed regardless if they pass through or not.
cat proofing is the best idea, it will keep your own cat in your garden and safe from roads etc also.

But surely you wouldn't know if it's been neutered or not, as it's not your cat. Some cats just naturally want to be the boss of the street.

If it's spraying up against her windows I bet she can see if he's got balls or not. It is irresponsible not to have cats neutered, male or female. If they haven't done so already I don't see that asking would do them much good. Though if they don't work I know from leaflets in my vets that cats protection do, or did, vouchers towards the cost, so they may be able to get help if they can't afford it.
