Are these hay fever symptoms?

I suffer from hay fever every year and for me its usually itchy eyes and throat but for the past couple of days I've really been suffering with itchy skin. Particularly around my jawline, down my neck, on my chest, back and the tops of my arms.

I've tried E45 itch relief cream as well as my usual hayfever relief nasal spray which has worked like a dream every other year but it's not really helping. Does this sound like a hayfever reaction, maybe to a different type of pollen? And is there anything I can do to get rid of the itch? It's driving me crazy!
