helping a submissive pup gain confidence

My lovely working cocker is 18 weeks, she is so sweet and obedient and my three children love her to bits. She attends puppy class and meets other dogs out and about. She is extremely shy and is submissive to other dogs...her hackles go up but when they bowl her over she doesn't move, or if they try to jump her it boil her ears (puppy class) she doesn't do anything. Sometimes when people try to pat her she makes s biting motion...imagine you are dangling something and they try to jump and catch it, she is rapidly losing teeth so is a bit mouthy. She is very bidable and is totally attached to me, recall and commands are great and she has enough exercise/rest. However she hadn't 'played' with another dog and seems clueless about what to do and I'm a bit worried about the random bitey behaviour...any advice appreciated Grin

I thought it was a doggy term I'd missed.

Sorry no advice other than lots of introductions to gentle dogs.
