Advice re greyhound and change of behaviour

I have had my boy for two years and he used to be frightened of his own shadow but since getting foster grey he has changed. When we first got foster there were a few squabbles I think because my boy wasn't happy. Now they don't squabble but when we are out walking and we see another dog my boy tries to get to it and can look a bit aggressive. Another example is that there is a dog whose garden backs onto ours and in the past she would bark at my boy and he would run in the house, now he lunges at the fence with foster backing him up (even though foster dog would not hurt a fly). How do I change his behaviour when we are out walking? He has never been that great with walking on the lead mainly because he gets spooked easily (bus hydraulics, fast cars, wind, any loud noises all spook him) so I was wondering if a gentle lead/halti would help. Are they suitable for greyhounds? and if so any links to the type to get would be great. He is still as gentle as ever in the house but foster dog does occasionally push him out of the way as he is built like a tank stronger.

FWIW Dog never lunges at other dogs if we come across any when out in the woods and he is not on his leash. He has been happily running with a staffy this afternoon with no problems.
