Recommend me some non-smudging eyeliner and mascara please

Whatever eye makeup I try it always smudges..just always. I see on other people lovely eye make up which is thick and black and looks fabulous but I couldn't achieve this effect for more than 5 mins before it would start to run.
I'm currently using Boots natural collection smudgeproof mascara and bare minerals eyeliner which claims to be long lasting. I have tried various things over the years and these are the best products so far but still I have dark under eye smudges after about an hour of wear. I wouldn't mind but I have quite small eyes which need as much make up as possible! If anyone could recommend some good products I would be very grateful.

The only true smudgeproof mascaras I have found are Power Lash by Clinique and Estee Lauder's doublewear.

Re eyeliner, I've found the best thing is using powder with a damp brush. This doesn't smudge on my top line but I can't use underneath my eyes as it will give me a panda look within an hour. At the moment I have a mac long lasting liner thats in a pot - it's lasted so long the name rubbed off ages ago. But I've also used other shadows to line in the same way and it's been smudgeproof. Also easy to apply well.

Thanks for the recommendations - I might see if I can get a lady from the Estee Lauder counter to put some mascara on me to see how well it lasts. I'll have a look into Bobbi Brown too.
With regards to eyeliner, I'm actually fine with a bit of liquid liner on my top lid, it's the under eye stuff that's the problem. Liquid looks too harsh but pencil just melts. I've never thought about using powder so will look into that too, thanks

The best eyeliner I have ever tried is by Younique. No budging at all, lasts 18hours or more, lasts through the heat/rain etc. And it's not crazy expensive. Grin

And their mascara is awesome too!

Max Factor eyeliner and no 7 waterproof doesn't shift even when I have wicked hay fever.

MAC painterly on lids stops my eyeliner smudging - I always use it as a concealer when travelling so would probably work well under eyes too. I use doublewear eyeliner. Dior Iconic mascaras don't smudge on me (almost everything else I've tried does - although haven't tried doublewear mascara)

I know you want a non liquid for the under eye, but I thought I would use this opportunity to rave about a liquid eyeliner I bought in. ..Wilkos!
It was all of £2.30 , stays on perfectly all day, and doesn't irritate my very sensitive skin. The brush is a teeny bit thick, but if you want a dramatic line, omg, it'sthe best. £2.30!
I just needed to share that. Grin

Ifnot - Wilkos make up is amazing, their mascara so, liners, gloss are fantastic and their varnishes are better than really high end ones. Their nude lipsticks are better than Mac ones!!

Bobbi Brown do a mascara called "No Smudge" which does exactly what it says - last summer they did a limited edition double-ended mascara which had that on one side and a more oomph-y one on the other, which was fab. An eyeshadow primer will help with slippage of liner - I like the Nars one - but I don't use anything under the eye so I'm not sure how it would do there.
