Help needed! Need a dress for NYE!

Haven't been out for a while and need hep choosing a dress for a night out in a city on NYE which will involve a few bars and possibly a club. I am early thirties but have been told I look a little younger (def don't feel it), 5ft 5 dress size 10-12 with big hips and a flattish stomach, my arms are flabby so needs to have sleeves. I am very pale, naturally blonde. Would like something classy but with the wow factor. Budget up to £100. TIA
