Pear shape - best way to wear dress over trousers

Would love to wear more dresses and am tempted by the dress over leggings style, but don't want to bear too much any leg and do want to wear flat shoes.
However, I fear leggings / skinnies etc are an absolute no go for someone with hips my size.

I tend to wear wide leg trousers / bootcut jeans and have worn dresses over these in slimmer days but don't think I can get away with any added bulk of fabric ATM.

Would appreciate some advice as am keen to go for empire style dresses and / or A line knee length skirts but am struggling with footwear options and the aforementioned leggings issue.

Maybe try skinny jeans or jeans which are straight legged rather than bootcut with a dress/top which is slightly longer. Something which doesn't finish on the hips but more mid thigh?

I'd avoid the empire line if there was lots of material spare at the bottom. Empire line would work if the top was slightly straighter/structured.

Footware: boots its still a bit meh weather wise. Flats, there are some really nice shoes out there.

Opaque tights and dresses seem like a simple solution to me.

Also lots of accessories draw attention away from the hips! So necklaces, scarves, earrings!

Thanks for all of the suggestions.

dexter73 would prefer not to flash leg due to their abundant size.

Had a quick preliminary look around shops yesterday and saw there's loads of stuff in colours which would suit me but was a bit stumped style wise.

Have seen quite a few pairs of loafer style shoes which could work and also some gorgeous scarves.

Think I might book a session with a department store personal shopper and see what kind of ideas they come up with.

I'm pear shaped and have just given up jeans (thanks to the thread on here). I've gone for dresses that are belted at the waist then skim over my hips. I've gone for just above the knee in length and have thick tights/leggings. I find them more flattering than skinny jeans. They make my backside look huge! Footwear wise I've been picking up ballet flats for when the weather gets better. For the time being I'm wearing brown boots.
