EP report for EHCP and SEN school panel - again!

So I posted last week that my ds state funded EP will not comment on his level of need or the type of school he needs.

I hear the results of his placement panel at the end of March and it sits beginning of March.

Should the EP have assessed his level of need? Do I have any right of complaint or right to see this report?

Basically is it ok to be a EP, assess then either not tell a parent the level of need AND / OR not have a Scooby do?

Because quite frankly I could go in and say " they all look fine to me" and I'm hacked off again!!
