seriously this has me in stitches

"the preschool feel that they have made a big contribution to xxxxxx's welfare and development to date and are aware that much of this has been dependent on the high level of external support, particularly from the SSPCSN but also a high level of commitment from themselves in terms of additional staffing resources. Despite evidence of clear progress resulting from this committment , Elijahs development and progress remains significantly behind that of his peers and his need for extra support is ongoing"

He's ASD.

If they had been that committed I wouldn't have applied for a statement in the first place.
