"school bus or service bus" issues

here is a new thread in this topic. The local authority provides school buses for some parts of my school's [I work here as a LSA] catchment area, but half the children have to rely on service buses. This causes huge problems on a daily basis, e.g. adult passengers (members of the general public) being disturbed by our pupils' behaviour;buses leaving children behind at the bus stop because the bus would otherwise be overcrowded, leading to the children being late for school, through no fault of their own; speed limits being broken because the driver is running late due to bus-pass issues or shortage of change; etc. Very interested to see it is actually the LA's responsibility to sort this out ,as this is a maintained school. Any suggestions?

I suppose first of all, you need to find out what the LEA is responsible for. Is it their responsibility to just make sure the children who meet the conditions get free transport (either public transport or via special school buses) or does their responsibility go further than that and include the things you mention.
