Blocked toilet and water through the ceiling

I'm totally fuming so sorry if this comes out all wrong. Basically ds(4) woke me this morning soaking wet. He has shoved 3 rolls of toilet paper (unravelled as far as I can make out but not 100% sure on that) down the toilet. He has then flushed the toilet what must be a minimum of 4 times. My bathroom floor was under an inch of water and its come through the kitchen ceiling. Ceiling looks a mess anyway thanks to the bath leak a few months back but I think that this maybe the final straw for the ceiling.

I've borrowed a plunger from next door but I can't begin to unblock the toilet. Its just not happening and I've yet to get a single toilet roll tube out and there are 3 down there somewhere. Has anyone any ideas before I send my ds down the toilet to clear it call the plumber and spend all ds pocket money my money on it?

As for the ceiling what should I do? The ceiling affected is part of the extension plans but it wouldn't have have had to be replaced. But now it does. Should I call the insurance and see what they say or should I just ask the builder to sort it when he's doing ceilings and swallow the cost. I'm sure there will be an excess on the insurance anyway I guess. We're not talking a big ceiling, maybe 6ft by 6ft max.

My kids do things like this - this is a bad start to your day!.Try putting a wire down[or unfolded wire coathanger] and seeing if you can fish out the paper or alternatively put your gloves on and use your hands[i know disgusting].If this doesn't work you will have to call in a plumber.Check to see if you are covered for kids accidental damage but it might well be easier to get the builder to repair the ceiling.[ would probably be a better job].
