new build negotiating on price

We really can't decide whether to buy another new build or buy an older property. We have seen a new build we really like, and as its near completion I think we could get a good deal. Has anyone purchased a new build recently? Would you mind sharing what you negotiated, or what you asked for and they refused? Are builders still paying stamp duty? Flooring? Can we offer a lower price? Thanks
