Planning - what would you do ?

I've discovered our neighbours have put planning in to convert their bungalow to two stories. Found out by a chance conversation with the guy opposite. I've looked online and we should have had a letter dated 4th Feb. We haven't yet. Planning mtg is tomorrow I think.

I'm not complaining about these plans - they look nice, and we have no grounds to appeal. But I'm a little miffed we weren't informed. If the plans had been different, we might have wanted the opportunity to see them before the building starts.

Is this common ? Should I let the council know they didn't put a stamp on the letter ? Ironically we had planning granted ourselves a couple of months ago and now I'm wondering if our neighbour's know !
