Do new boilers require pumped central heating?

We have finally narrowed down what type of boiler system to get (conventional/combination/conventional + megaflow) and have decided to go with a conventional boiler. Had a couple of central heating engineers round to give a quote and have just had British Gas round to give a quote. The British Gas man said that the heating system had to be updated to pumped and that it was a regulation. Anyone know whether this is correct?? Neither of the other two engineers mentioned changing the heating system to pumped.

Of course a central heating needs a pump otherwise the water doesn't flow round efficiently.

Yes, but surely the existing system must be pumped?
