Any ex naval wives out there that could help me?

Was wondering if anyone could help. Am nearly divorced from dh, decree absolute coming through probably in next week or so. Dh does pay maintenance directly to my bank account, problem is that he is only paying about half of what he should be paying (according to what I have been told by solicitors and CSA website). I have filled in CSA application and spoken with them and they have told me that they can assist in getting the correct amount even though he is paying some. Having read some of the threads about the CSA though, it doesn't fill me with confidence. A friend of a friend suggested that I go to the Navy directly as I am more likely to get things sorted that way? Dh is senior naval officer. I didn't want things to come to this. We agreed to sort the maintenance out between ourselves (big mistake) and things have now degenerated, dh won't answer emails or texts. I have told him that if he wont increase the maintenance I will claim this through other channels. Things came to a head yesterday when I put my foot down about the pick up and drop off for the children, previously I was driving and meeting him (about 50/60 mile round trip for me, not him) but as he is being so arrogant I told him I was no longer prepared to do that and he would have to collect the children from my home etc if he wished to see the children. I left dh and I think he feels that he is punishing me by not paying sufficient maintenance and also that he does me a favour every other weekend by having the children.
Would really appreciate any advice from anyone who is in or been through a similar situation. Thanks.
