british gas made an electricity account without my approval, advices please?????!!!!!!!

we recently moved into a housing association flat.
after a couple of days i received a letter from british gas telling me they created an electricity account for me and the meter reading they put on the letter was very wrong.
my housing association couldnt give me a reading yet although i reminded them many times, it is been nearly a month. i wrote down my own entry readings for both gas and electricity.
first i wasnt going to even open the letter fom british gas, but when i saw my name on envelope i opened and saw the above info.
and they put terms and conditions.
when i read the terms and conditions, it says there you dont have to make an account with them, if your landlord or someone has made one before, they transfer it to the new person who moves in.
in the cancellation section, it says i have 14 days for cooling period.
so i made a complaint saying how can they make an account for me without my approval, with a wrong meter reading, and added that i have to cancel then.
they still trying to stick with me.
they rang me, told me about housing association made a contract with them prior my entry to flat. i said it doesnt tie me up, i will choose my own supplier for both electricity and gas.
they ignored what i said on phone and sent a letter they are happy the matter is resolved and we agreed, till i find a new supplier they will continue to supply me and the transfer to new supplier will take 6-8 weeks.
i rang my housing association, in the first time they said dont worry when you have new supplier give the same entry readings to us we will sort it out.
when i got second letter from british gas i felt i cant ignore it, rang my housing association again and they said this time 'its not so important, it wont make much difference to you, why don't you continue with them, you worry so much, etc.', then they said give the letter to us, we will deal with this.
next week i am hoping i will have proper internet and i will be able to choose a supplier and make a deal.
i am not sure how a new deal can be done in this position, while this british gas problem hanging on.
i am giving all the correspondence with the british gas to my housing association, and tell them everything must be done in writing on this matter and the matter should be sorted out as soon as possible and i dont want any contact from british gas anymore.
but still feel, there is something missing that i should learn/do.
can i ask your advices please?
how can british gas create an account like this.
whose responsibility is this matter?
what should i do?
shall i continue next week finding a deal and making a deal with a supplier with my entry readings, while this british gas problem hanging on?
sorry the way i wrote, it is so busy times, trying to settle down and dealing with such upsetting, stressful stuff.
i never wanted to be a customer of british gas.

Can I recommend the MoneySavingExpert website forums?

I asked about changing suppliers to new rented accommodation and had some really knowledgeable replies.

So it's been nearly a month and you don't expect to be able to find a supplier until your internet is set up next week?

Who did you think would be supplying your energy until then?

All Housing Associations have a standard supplier that supplies their properties unless/until a tenant changes it. It's so people aren't expecting it for nothing!!
