Birth Certificate

When we registered my sons birth and got his certificate we sent it off guaranteed delivery to child benefit office as they required this.
They said on the website etc that this would be sent back.

5months later I am still waiting and I cannot register my son for Premium Bonds as NS&I want his birth certificate.

Any advice on:
A) how to ask them if they've sent it
B) whether they'll pay for replacement
C) how to get a replacement

I don't know about A) or B) but you can get copies of the certificate from the register office where you registered the birth. My local council charge £10 for this service.
