Appointing a surveyor

Is it correct that when a surveyor is appointed, pre-FDR, to provide a valuation of a property that a chartered surveyor (who is also an estate agent) is precluded from being appointed if they have already provided a suggested marketing guide price for the property for one party, as this means they are considered biased? The previous valuation was done almost 2 years ago if that makes a difference.Thanks
