We did one before we got married abroad, at a solicitors, didn't have to go to court

Then the solicitor made us repeat after him, he signed and stamped it, we had to show our passports, it took about 20mins

A statutory declaration is just a document declaring something and witnessed by a solicitor who charges a small fee.

Are you sure you mean a stat dec?

Yeah I have to go to court in front of a magistrate its for a fine that I didn't no I had because the court summons and letters were getting sent to an address ive never lived at

I don't think that's a stat dec then, surely if they sent it to the wrong address it's not your fault if you didnt pay it

Well, it's not a new one on me and I'm definitely not a lawyer.

This usually happens in road traffic cases in the magistrates court. It normally happens when you haven't updated your address details when you move and you are the registered keeper of a car that has been involved in an offence.

So, you go along to the court - it can be very scary if you've never done anything like this before - and verbally make the declaration in front of the magistrates in the court. They may, or may not, ask you some questions about the circumstances so make sure you've got your story straight.
