Community care grant to hire end of tenancy cleaner?

Hi, landlord here. Tenant is moving out and is eligible for a community care grant which is being used to cover costs of removal team. However, I fear a lot of rubbish will be left as tenant is only taking essentials (the new place comes furnished).
My question is, would this also cover a cleaning team? The house is in a real state (think squalid hoarder, mulch layer of clothing and cat fur on most floors). How would tenant go about applying for this?

No of course not.

No, it wouldn't.
But you can withhold the deposit paid if the house is not left in a reasonable condition.

I didn't know community care grants still existed
Clearing the house is your job if the tenant doesn't do it, that's what the deposit is for

The landlord didn't, the tenant did. Squalor doesn't take long and landlords can't go round that often.
