iPad from Santa with do's and don'ts

I'm thinking of getting my son an iPad for Xmas but want to write a letter from Santa to go with it explaining that whilst technology is good, too much is bad and can be harmful etc. Want rules established from outset and I don't want him to blame me for ruining his Xmas present from Santa by disabling safari etc. Any tips ? Do you know any guidelines for this type of thing? I'm not ultra savvy myself.

Doing similar with one for dd - guy in John Lewis told us to google family share then follow the instructions? We have a old shared family one at the moment and safari is hidden, that was quite easy to do
