compost bin on wire mesh base?

I've bought a 'dalek' type compost bin and I've read that it's best to put it on a wire mesh base to discourage vermin. DP has flattened out a bit of the soil for it to go on, but if we just put the bin on top of the mesh on top of the soil, the bin is so light I don't think it will stay in place. recycle now say you should dig a 1" hole and put the mesh over it then put the bin on top... not sure I understand - what's the hole for? Does the bin sink into the hole and the mesh crunch up around the sides? Or do we have to bury the mesh and put the bin on top in the hole?? Help! getting very confused... [dim emoticon]

we've put mesh on floor and then bin on top. To hold all this down we've put 2 bricks on top of the lid to hold that on as well. That is enough weight to stop the wind blowing it off.
