Please recommend a smaller tank for tropicals

DD wants a/some fish. As for all our pets I will only go ahead if I am sure we can give them a good life.
Is there a minimum size tank for tropical fish, and what type of fish (and number of) will suit the minimum acceptable sized tank?
We can't have a big tank so if the smaller ones are cruel I will abandon plans now. Money not a problem so happy to be recommended an expensive tank, but size is difficult.

There are a lot of very small tanks on the market, but there are no laws to say what can be sold as a fish tank (AFAIK anything that holds water can be sold as one) so not all are actually suitable for keeping fish in at all.

45 litres is the minimum I would recommend, although 60 litres will give you a bit more choice and it's not much bigger. A 60 litre tank is approx 60x30x30cm. Any smaller than that and you're liable to get water quality problems and probably behaviour problems from the fish too because they're not able to behave naturally in such a small space.

I have a 60 litre tank at the moment with 4 White Cloud Mountain minnows in. They were my dd's but she has lost interest. I'm thinking of putting a heater in and adding a few more fish if I can find a place downstairs for the tank (it doesn't come with a cabinet). So I'd also be interested to know what could be kept in a 60 litre tank
