help needed - 10mo with bumpy rash?

hello,

I'm not exactly sure where to post this? sorry if it's wrong. Ive had a look online at everything I can but I'm still stuck.

My 10mo has a rash on his cheeks / underarms and now round his neck, no where in the nappy area or legs and arms. He also has dry eyelids that can be a little red sometimes. The rash itself isn't red just like little bumps, I only noticed the parts round his neck by feeling then you almost can't see it?

He's been to the doctor, she didn't look at him, just prescribed piriton which seems to be making no difference at all.

Has anyone else had a similar problem and did you find out what was causing it? I've not changed any of his food he's never had a problem with his skin before, I use normal washing powder not non bio and I've never had a problem in the past like this so I'm thinking it can't be that.

Sorry for the long post just hoping someone may have had a similar experience.
