I am keen not to include spoons incase she thinks it's food (although it doesn't matter hugely if she eats it) but want her to know it's for play. What else am I likely to have in my kitchen cupboard that would be good? Is she too young for plastic biscuit cutters?

Id let her use plastic biscuit cutter as long as shes supervised it shouldnt be a problem. Or a plastic beaker building bricksor something with a pattern could be used to change the texture of the playdough.

Yoghurt pots (or the babyfood fruit puree pots as they don't have sharp corners). Press the playdough into them.

pots for putting bits in, chooclate box trays, small rolling pin( she may not get it yet and it might be a basher more than a roller) cookie cutters, anything with a pattern on - butter pats if your old fashioned enough to have one- are good. those honey spurtle things ditto.
I've put plastic knife and fork and chop stcks in boys play doh box but hes not one for putting stuff in his mouth.
