To have reported neighbours to the RSPCA

About a month ago my neighbors built a pond. They dug a hole lined it with plastic then filled it with tap water. Then they threw in a load of fish. There's no filter.
Within a week the water was all green and slimy looking. I don't imagine the poor fish lasted very long.

Then came 4 chickens and 2 ducks. To start with the birds were put in a tent at night and left to roam the garden and 'pond' during the day. Then about a week ago they built a hen house, it's no more than 3x4 foot square. On a night they cover it with a tarpaulin.
They then got 3 more ducks so now all 9 birds are put in the house each night at about 7pm. Yesterday they weren't let out until 11.45am. I could hear them quacking and getting distressed.
They have now fenced off a section of garden so the total area they have including pond and house is about 10x 4 feet.
Am I BU to think that's cruel, I think they will know it was me and they're are a bit scary.

While it doesn't sound like the best conditions for the poultry, based on experience I doubt the RSPCA will do anything. If the chicken and ducks have food and water and access to shelter, the RSPCA will class them as being cared for.

Having the impulse to want to improve their conditions is NBU, but son't expect anything to change.

Really, but they don't have any fresh water. I'm hoping they will advise them to give up a few up so they have more room at night. Also to let them out before noon, the hen house must get so hot with the tarpaulin over it.
They are so cute, I love hearing them quack
except when they're trapped in the hot house

Why so many pets in such a short space of time? Are they building an ark?

This is sad. Though the hen house sounds the right size if not a bit big, tarpaulin over it doesn't sound good. I doubt the RSPCA will do anything, and if they do it'll be remove and give them 2 weeks to be rehomed before putting them down.
