To think you don't give somebody elses child food without asking?

I attend a lovely playgroup/mother and toddler group with my 13 month old twins and 3 year old. I've been going for 8 years, been with all my kids. It's once a week and the same faces are there every week. Most weeks there are one or two new mums, some come again, others don't. I get on great with all of the mums and we have a brilliant 2 hours of fun. We're all really laid back and often ending up with another child on our knees whilst our own child is with someone else. Last week, I was putting one of my twins in the pushchair and putting the older ones coat on. Other twin wandered off, I wasn't worried, he couldn't go anywhere, plenty of mums still around to keep an eye on him. He wanders back to me munching on a biscuit. My son is dairy intolerant. All of the "regular" mums know this. So I take it off him and start trying to find out where he got it from. There is a snack area but the snacks are high up so the kids can't help themselves. There is no specific snack time, you just go and get something for your kid when you want to. So I start asking around, wondering who gave him the biscuit and someone who only came for the first time 2 weeks ago said "Oh he was asking for one so I gave him one" Now, like I say, we all help each other out but ultimately you are responsible for your own child and nobody ever feeds another child without asking for. AIBU To think you ask before giving a child something?
