Or does he just mean it metaphorically, like the Queen was very thankful and grateful for the news about the Scots?

It means that DC secretly thinks of himself as James Bond, saving the Union for Queen and Country, and the Queen as Honor Blackman or similar, making appreciative flirty noises down the phone at him.

Would love to be a fly on the wall at their next meeting. Although the temperature in the room will probably be glacial enough to kill any flies stone dead.
