I do craft activities with Pre school children at parties and weddings. I have to keep the activities pretty clean so the dresses and nice clothes don't get messy. I have found that foam shapes that are already sticky are great. in fact if you don't mind going to discount shops Poundland has a wonderful selection of cheap craft things. little children don't require anything too complicated because the effort is in the skill and getting the ideas down. You can't go wrong with foam, sequins, glue sticks, card and crayons. Only go messy when you really want to or get another relative to get messy instead. Don't try to be sophisticated just help your child with the skills they find difficult - it is fascinating watching them develop their ideas. If you make cards the children really like delivering them to the recipient. Remember a toddler's attention span is quite small so don't invest too much effort or stress into it because the result will never look as perfect as you would like it unless you did it and that would defeat the object. Do the activity with the child so that they can copy you and it is quite therapeutic.
