Give contracts to companies that pay the most tax and NI... Wouldn't that mean they'd just bump up their prices to compensate and the Exchequer would be no better off? Shouldn't we go with the most competitively priced & best quality bid than the one that was either over-priced or inferior quality, just because the NI payments were higher?

There used to be a strong guideline (back in the 80s) that goverment purchases had to be from UK suppliers whenever possible.

That's illegal under EU law, and no longer the case. I think this proposal probably would be illegal too.
