Sports centre/village hall and bouncy castle? Swimming but you 'd need the parents to help.

Local gymnastics clubs often do supervised parties

How many children?

I think the best young children parties are 3 best friends to the park for a run-around and a picnic / cafe.

Our local leisure centres can be hired out, you can have a soft play option, but of the blocks and low level stuff, plus a bouncy castle, and trampoline for slightly older ones. It means parents aren't just following their child around all the time.
