CSA changes

I know of a case where the CSA has successfully chased a disappeared father via his NI number and whenever he changes jobs they find him again. So it does work . And the mother could not afford to keep paying the CSA £100 plus extras for their expenses.
To say that parents should discuss maintenance is such pretentiousness of the millionaires' governing class at the moment both the Conservatives and the Conservatives in disguise,namely 'Liberals'. I am getting really exasperated with the arrogance of the government and their subtle message that parents who don't discuss maintenance payment are a failure for allowing the relationship to break down. They don't realise that the majority of people don't have rich enough parents to help them out in case of a divorce.
And the cause of a relationship breakdown is the breakdown of communication in the first place. So how are they expecting us to communicate with a narcistic EX if the communication is broken down in the first place?
THE WELFARE OF THE CHILDREN HAS TO COME FIRST!!! PLEASE!!!!
