The pat on the back will be the government using the CSA to tell the population that they have made such great improvements they have saved the tax payer xyz... they have manged to move from being sucessfull in collecting xyz amount more in child maintenance for children, and so on...
The deterant is that it will not be financially viable to use the CSA.
The money making scheme is the money the CSA will tax disadvantaged children.
The tool for abusive ex's, is that the government is very vague on what will be counted as domestic abuse, it is suspected only those convicted in a court of law that will be exempt, the rest will be subject to abuse by the looks of things.
