I'm currently working for local authority 11 years service but not secure job as we keep getting slashed. Don't think there are any redundancies in process this financial year but this time next year?
Job I'm looking at is advertised as permanent but is linked to goverment so would be at risk with every election.
I owe about 5k in back pay. Currently paying £100 a month. If I leave I'll have to pay the lot. I have some savings but would wipe me out.
Dh & I are both working p/t at present to maximise our family time. This job is f/t and would be difficult to fit around dhs job.
This job is all my favourite bits from my current job. Salary is advertised on a wide range so if I negotiated pay nearer the top it would be a pay rise.
I am thinking of applying but asking about less hours 30 instead of 37? ) how would that sound?

Also am thinking about ttc in a year or so , extra pay would be useful up to that

Dh won't offer any opinions other than he doesn't want me to earn less.

I think that you might as well apply and see what happens... The possibility of changing with political changes doesn't sound much riskier than the risk of redundancy in your present job.
at your back pay situation though, how did that develop?!
Go for the job and if they really want you, you might be able to agree a loan to repay the back pay with your new employer.
If they really want you they will do it.
